Although it's easy to think of Zealous Benediction as simply costing 3 energy when cast below the limit, the 10-energy cost before energy gain means that using it with Glyph of Lesser Energy will always be beneficial; i.e., you'll never be "wasting" GoLE because you'll always get the full 10-energy reduction--except sometimes you'll even get a bonus 7 energy thrown in for free.
