Paragon can run 10 tactics, 7+1 motivation? or maybe 9+1 leadership and 7+1 mot? You can just take tactics shields, as the 9 req is alrdy met. Only 8 mot is needed for mending refrain, thus you can take away 1 att point from mot and put it in either leadership (+35hp, no sup runes) or tactics.
