most of the time, banned people wouldn't care if they're breaking policies. what i mean is if they did avoid their bans, find their talk blocked, they'd go vandalize somewhere else, making work harder, so we'd have to revert more edits and us not having a clue who did that, rather than if their talk was unblocked, when they'd respond to something, then we'd just have to revert the user's edits to that talk page specifically, and an admin can ban them right there, knowing who they were.
