The Gates Assassin's Concept of the Whenever

Defense you gain from utility is generally good. Defense you gain from defense is generally worse.

Snares, interrupts, and knockdowns are all examples of utility. Skills like distracting shot, while it's nature is offensive, can be very defensive as well by interrupting skills that target you. This creates a skill that allows you to hurt them, and save yourself. A snare can slow down enemies to allow melee to more easily spike them, however they double as a skill that allows you to kite away while they move slower. Just plain old defense, such as skills like Armor of Earth and Mist Form, only gain benefit in one way, defense. You can't use Mist Form offensively EVER.
